NYC Cannabis Equity Study

In the wake of New York State's landmark decision to legalize cannabis, New York City recognized a critical need to ensure equitable entrepreneurship and workforce development opportunities for its residents. The New York City Young Men's Initiative (YMI) and the Mayor's Office of Economic Opportunity (NYCO) contracted Urbane to conduct a comprehensive study of existing conditions and ideas related to equitable cannabis business and job opportunities.

OVERVIEW

The primary goal of this study was to inform strategies that would promote equitable economic opportunity in NYC's burgeoning cannabis industry. By acknowledging the past harms of cannabis prohibition and fostering inclusive access to entrepreneurship and job opportunities, the city aims to create a more just and prosperous cannabis economy. The research, which included a literature review and data scan, and stakeholder interviews, culminated in a report outlining the existing challenges and opportunities faced by social equity entrepreneurs, jobseekers, and impacted communities.   

The study revealed several key challenges facing the implementation of an equitable cannabis industry in New York City. Most pressing among these was the disproportionate impact of cannabis prohibition on Black and Latinx communities, especially in low-income neighborhoods. Other significant hurdles included limited access to capital for social equity applicants due to federal regulations, difficulty in finding suitable locations for cannabis businesses, high operational costs, complex regulatory compliance, and a lack of industry-aligned training programs for potential workers. 

The study's outcomes provide a comprehensive framework for a more equitable cannabis sector in New York City. By addressing key issues, these strategies aim to foster a diverse and thriving cannabis economy.
